Thousands of Angelenos Facing Eviction Now Have a Free Lifeline Before Trial
Mayor's Fund We Are LA Program partners with Superior Court of LA County on Mandatory Settlement Conferences

Every month, thousands of eviction notices hit doorsteps across Los Angeles, uprooting Angelenos — including families, children, and seniors. As of March 16, 2026, the Superior Court of Los Angeles County has implemented an Unlawful Detainer Settlement Pilot at the Stanley Mosk Courthouse. The Pilot expands opportunities for early resolution in limited jurisdiction unlawful detainer (eviction) cases, through expanded Mandatory Settlement Conferences (MSCs) conducted by temporary judges trained by the Court to help parties resolve disputes prior to trial. In partnership with the court, the Mayor’s Fund for Los Angeles’ We Are LA program is providing free legal assistance to low-income tenants facing eviction.
The court is requiring that a notice about the availability of the MSC’s and of the Mayor’s Fund We Are LA program be included in the formal complaint and summons in eviction cases at the Mosk courthouse.
The notice to the parties in eviction cases states: “The Superior Court of Los Angeles County has implemented the We Are Los Angeles Program sponsored by the Mayor’s Fund for LA. This program will provide free services for qualified parties in limited jurisdiction unlawful detainer (eviction) cases. Please be advised that you must serve this notice on all defendants along with the complaint, summons and any other required documents/forms.”
“This Pilot reflects the Court’s commitment to ensuring that all litigants have meaningful opportunities to resolve their disputes before trial,” said Presiding Judge Sergio C. Tapia II. “Through our partnership with the Mayor’s Fund of Los Angeles, the Court will provide information on resources, in addition to trained temporary judges to conduct settlement conferences before eviction cases go to trial, promoting fair, timely, and effective outcomes for the parties involved.”
On the day of their court hearing, low-income tenants can request an MSC and receive free legal services through Mayor’s Fund We Are LA staff and legal partner Eviction Defense Network.
“A big part of reducing homelessness is prevention, which is exactly what the Mayor’s Fund We Are LA program does,” said Mayor Karen Bass. “I am grateful to the Superior Court of Los Angeles County for offering mandatory settlement conferences and for partnering with the Mayor’s Fund. The Mayor’s Fund We Are LA program has provided needed help to some of our most vulnerable residents. For many Angelenos, these settlement conferences will keep them housed — and for property owners, it will help find equitable solutions and lessen the financial and time burden of spending months in court.”

These Settlement Conferences allow both parties to negotiate a resolution, help keep Angelenos housed and can produce outcomes that work for both tenants and landlords.”
